CBS SCROOGE: Community charges system «Cash & Billing»
«Cash and Billing» (C&Bill) system is designed for automation of acceptance of payments from individuals to legal entities without opening of account, noncommercial operations with foreign exchange cash (purchase, sale, conversion of foreign exchange cash, immediate encashment) and purchase/sale of bank metals.
Purpose and capabilities of the system:
- C&Bill allows to enter documents using reference information and simplified interface and promptly provide services to clients;
- This system may interact with databases that store information about individual payers in the form of files or in the form of on-line access to servers of processing centers;
- The system may provide data about accepted payments in the form of reports or exported database files (dbf, xml) for transfer to recipients of payments;
- Bank commission is automatically calculated for accepted payments. The amount of commission may be configured separately for each recipient or for groups of recipients. It is possible to set commission depending on the amount of payment;
- The amounts of accepted payments may be accounted separately for each document or may be consolidated - depending on settings. This option may be configured for one or several recipients of payments, and also for certain type of document (cash, bank commission, payment for recipient and etc.);
- The system has three-tier architecture with thin client. All entered data is stored in server database. No data is stored on the workstation of cashier or accountant;
- It is possible to work with branches in online mode and separate rights of users of outlets and head office. The system allows to sort documents of outlets locally and at the head office;
- Is possible to work with recipients in online mode: United Processing Center (Donetsk), Kievstar (WEB-cash office);
- The system supports customizable input forms for different recipients such as: DISO (Donetsk), United Processing Center (Donetsk), State Traffic Inspectorate (Zaporizhzhia), Main Data Processing Center (Kiev), Kievenergo (Kiev), Kievstar, Ukrtelecom (Donetsk), UMC, Volya Cabel (Kiev);
- Downloading of registers to recipients: DISO (Donetsk), United Processing Center (Donetsk), State Traffic Inspectorate (Zaporizhzhia), Main Data Processing Center (Kiev), Kievenergo (Kiev), Kievstar, Ukrtelecom (Donetsk), UMC (Special periodical registers), Volya Cabel (Kiev).

- Connection with online- and offline-databases of recipients;
- Addition of any forms for prompt entry of documents.
Technology:
- Transparent system configuration. One does not need to configure a set of transactions for each recipient. It is enough to configure one or two schemes of transactions.
- Notion of "cashier shift". Printing of reports for shifts. Night cash office.
- Separation of cash accounts by users. Association of document input forms with users. Entry of documents, sorting and generation of reports in context of rights for accounts.
- Users of outlets may perform any actions - from entry of documents to sorting of documents and administration.
- Role-based system of rights for actions.

Payment system "Cash and Billing" may be used:
- In bank local network.
- At outlets with permanent connection to bank, connection speed is not important. Server is located at bank.
- At outlets without permanent connection to bank where it is possible to install SQL-server and IIS with minimal configuration (Windows 2000 Professional, Windows XP Professional). Documents may be exported to Scrooge system of outlet or sent to bank in the form of DBF file.
Requirements:
- Database server - MSSQL 2005.
- Intranet server - IIS 6, .NET Framework 2.0.
- Client – Internet Explorer 5.5 or higher version.
